Anyway, the title is a lie. There was a dude who had cyberpunk implants, one of which was an electric whip that launched from his crotch. Yeah, weird book. Contains some social critique and amusing observations. This is the second in the Zoey Ashe series, and I have already started reading the third, 'Zoey is Too Drunk for this Dystopia.'
